Koen Baeten is a mechanical engineer and has been active in various structural steel companies as Quality Assurance Manager and Project Manager for more than a decade. He was one of the pioneers when he started up the fabrication of monopiles and transition pieces at the end of 2001, producing the foundations for the Danish Horns Rev I project, the first large-scale offshore wind farm in the world. Ever since, Smulders Projects has been quite successful and, together with their partner Sif Group B.V., have fabricated the majority of the foundations for the wind farms in the North Sea. After being the Operation Manager for several years, Koen Baeten became the General Manager of Smulders Projects in 2005.
Last year Smulders Projects also started-up a fabrication line for offshore towers, specifically built for the production of the future 5MW-plus “cathedrals of the sea”. Smulders Projects/Sif Group B.V. is also producing the components for the Tripile foundations for the Bard offshore I project.

His previous experience includes 23 years in design and development for the oil and gas sector. Dr. Clausen is senior advisor at Risø DTU wind energy division and has over the past 10 years worked with development of wind projects in several countries. In addition Dr. Clausen is head of Risø DTU study board and responsible for a course on planning and development of wind farms at DTU’s two-year MSc Wind Energy program. In addition he is responsible for an introductory course on offshore wind energy aimed at industry professionals.

Martin Crouch

Martin Crouch is Partner, European Strategy and Environment. He leads the team which provides Ofgem’s input into developing genuinely competitive and sustainable European gas and electricity markets and facilitating the transition to a low carbon energy sector.
He joined Ofgem as Director, Electricity Distribution in January 2003. He was responsible for the fourth electricity distribution price review which introduced new regulatory mechanisms, provided for significant increases in investment and increased emphasis on outputs and environmental incentives. He oversaw the introduction of annual cost reporting after the review and has directed reviews of charging, competition in connections and distributed energy.
Prior to joining Ofgem, Martin worked for an electricity company on commercial, financial and regulatory issues, including the sales of two British distribution and supply businesses and the renegotiation of financial arrangements for a power station joint venture. Before that, he was an economic consultant at National Economic Research Associates (NERA) working primarily on regulatory and industry restructuring projects in the energy sector.

Joined the Government after a doctorate in Materials Science, and has worked in policy areas including support for the UK manufacturing sector, Scottish electricity subsidies, energy sector regulation, and Government finance. Ran the office of Energy Minister Malcolm Wicks during the development of the 2007 Energy White Paper, and subsequently the office of the Science Minister during the creation of the short-lived Department for Innovation, Universities and Skills. After a stint heading up Energy Technology Strategy work at the Department of Energy and Climate Change (where he worked on support for demonstration and deployment of new & innovative energy technologies), he was appointed head of wind business development, with a mission to develop the UK’s wind energy sector, in April 2009.

Christophe Druet

Christophe Druet is Senior Project Manager in Transmission within Elia Group. He currently leads a demonstration project which is part of a research, development & demonstration project sponsored by the European Commission (DG ENER). In this role, he oversees one of the world's largest projects for the integration of Renewable Energy Sources. He is also responsible for Business Development aspects related to Transmission and hence involved in Elia Group's long-term strategy.
Christophe has spent much of his career in the field of power system planning, analyzing future scenarios of electricity demand and generation in Europe, analyzing subsequent congestions in the Belgian transmission grid, proposing investments in new electrical infrastructures. In 2006 he has been designated head of the power system planning team.
In parallel with leading the power system planning team he has been at the root of the so-called flow-based market coupling that is under construction in Central Western Europe (CWE). As a grid development expert he represented Elia within the Security of Supply branch of the Penta-Lateral Energy Forum (a CWE group made of administrations, regulatory bodies, and Transmission System Operators). He also led the development of a common approach for power system planning at pan-European level and the establishment of the first coordinated CWE development plan.
Prior to joining Elia Group, he has been researcher at The University of Liège in the fields of artificial intelligence applied to power systems. In this role he has been a practical trainee during 4 months in Cegelec ESCA (now operated as a branch of Areva T&D) working on the development of Energy Management Systems.
Christophe received his bachelor's degree in engineering and his master’s degree in electromechanical engineering from The University of Liège. In 2011 he will complete a MBA degree as an executive from London Business School.

Adrian Fox

Adrian Fox is the Supply Chain Manager for the Marine Estate Group within The Crown Estate. He is responsible for engaging with, facilitating and enabling the supply chains required to deliver technology and projects within the marine estate. In the energy sector this encompasses wave, tidal, CCST and wind with a particular emphasis on Round 3. A civil/structural engineer, Adrian has over 15 years’ international experience in the energy sector involving offshore oil and gas, conventional thermal generation as well as marine renewables. He has been involved in all parts of the value chain of capital projects, from inception and feasibility to delivery.

With over 13 years’ regulatory experience, Colin has worked in a number of key areas of Ofgem and Ofgem E-Serve. Colin is currently the Head of the Offshore Transmission Policy team, which is responsible for developing policy for future tender rounds and applying the current regulatory framework to the current tenders. He is also a member of Ofgem’s Tender Review Committee.

Chris has overseen the successful submission of offshore wind farm applications in Scotland, Germany and the UK. Most recently, Chris managed the proposal of the Mainstream consortium, which culminated in the award of the contract to develop 4GW of offshore wind projects in the UK as part of The Crown Estate Round 3 offshore wind programme.
Chris was instrumental in the establishment of the UK Offshore Training Initiative, and setting up Mainstream's Offshore Centre of Excellence in London. He is Chair of the BWEA Offshore Wind Strategy group.
Prior to joining Mainstream, Chris worked with Airtricity and successfully developed a number of projects including the Greater Gabbard offshore wind farm, at 500MW, currently the world's largest offshore wind farm.

Ashley Holt

Ashley Holt is Round 3 Wind Energy Programme Manager for the Marine Management Organisation. Prior to this he was Marine Environment team Transition Director for the Marine and Fisheries Agency, where he oversaw the transfer of the team to its new location and preparations for the MMO. Ashley Holt has worked in a range of roles spanning practical environmental regulation through to strategic planning and change management. This has included work in a number of organisations including the Environment Agency and its predecessor bodies, Cabinet Office, Defra and the MFA.
Key areas of work: · Licensing of major wastewater infrastructure projects and asset management planning including major marine schemes; · River basin planning · Reviewing policy proposals under development by government departments; · Customer strategy and governance and operation of government delivery bodies.
Ashley is a Member of the Chartered Institute of Water and Environmental Management and is a Chartered Water and Environmental Manager.

Moses Kaern

Moses Kaern is head of the Qualification Unit at ForWind, the Center for Wind Energy Research of the Universities of Oldenburg, Hannover and Bremen. He is also programme manager of the Continuing Studies Programme Wind Energy Technology and Management, a part-time study programme especially designed for the instruction and networking of experts in wind energy.
The ForWind Qualification Unit is active in the development of innovative university programmes, energy education at schools, and organizing a job fair for the renewable energy sector. The unit is partner in the EU-project POWER cluster (predecessor P.O.W.E.R. - Pushing Offshore Wind Energy Regions) and supports the exchange among academic programmes on the European level.

Kaj Lindvig is presently holding the position as CSO of A2SEA, responsible for sales, service and business development.
Kaj Lindvig was part of the group that founded the company in 2001 and held the position as CEO until 2008. He has been actively involved in the transforming of two ships into installation vessels in 2001 and 2002 and the purchase of two installation jack up’s in 2007 and 2008.
His experience within offshore wind is based on the company’s installation of more than 500 offshore turbines and more than 300 offshore foundations together with installations of met mast’s and accommodation platform’s and utilisation of the vessels for O & M.
Kaj Lindvig has been Board member of the Danish Wind Industry Association for more than 5 years.
Kaj Lindvig has a management background within project-oriented companies in the marine and offshore industries.

Cathy Mannion

Cathy Mannion is the Director of the CER's Electricity Networks and Retail division. This division oversees the economic regulation and development of the electricity networks (transmission and distribution) in Ireland as well as approving charges for access to the networks and resolving disputes in the area of network connections. The division is also responsible for developing policy in relation to network connection, with increased emphasis on connection of renewable generators.
Cathy's division also licences electricity suppliers, and runs the Smart Metering Project.

Geert Moelker (1975) has been with the Netherlands Competition Authority (NMa) since 2006. He started as program manager in the Competition Department and became unit manager of the Trade and Transport Unit – Electricity of the Office of Energy and Transport Regulation about a year ago. Prior to his employment with the NMa, Mr. Moelker worked in various positions in the Financial Markets Directorate at the Dutch Ministry of Finance.
Mr. Moelker obtained his Master’s degree in corporate law from Erasmus University Rotterdam in 1998.

Richard has been a self-employed energy consultant since 2001 and has been involved with London Array since its inception, also at the start of the decade. He has many years of project management experience in the power industry working for both contracting companies and utilities. Projects included the supply and installation of turbine generators for 3 coal-fired stations in South Africa, the construction and operation of 2 combined cycle gas turbine (CCGT) stations in the UK and, more recently the development of renewable energy projects, in particular offshore wind power. He has also had several years of involvement with the Electricity Pool and the Association of Electricity Producers, the generators trade association. His first career was in the Army, with REME, where he was responsible for the maintenance of helicopters and other military equipment.

Carmelo Scalone

After graduating in Electrical Engineering in Rome in 1992, Mr. Scalone joined ABB Energy Automation Italy which, within the ABB Group, provides product, systems and services to electrical utilities in the areas of protection, metering, SCADA and telecommunications. He spent one year in Sweden as Project Manager in 1993/94 and then he was incorporated into the Sales & Marketing Department of ABB Energy Automation. He was appointed Director of Sales & Marketing in 1998. When he left the ABB Group in 2000, he was the Managing Director of two of the four company's Divisions. In 2000 he joined Gamesa Energy in Italy, holding the position of Managing Director, with the mission of developing and building wind farms. By the end of his experience at Gamesa, in 2007, the company had developed, licenced and built 9 wind farms in six different Italian regions, with a total power of over 300 MW. During his last year at Gamesa he also held the position of Development Director for Southern Europe, managing subsidiaries in France, Italy and Greece. In 2007 he joined EDP Renewables where he holds the position of Executive Director of Business Initiatives. He has been managing the team that has led EDPR to enter the UK wind energy market through the award of one of the nine zones tendered by The Crown Estate within its Round 3 Offshore Lease Programme.

Chris Sherrington

He recently joined Eneco from E.ON Climate & Renewables where he was UK Development Manager Offshore Wind for E.ON’s development projects in Rounds 2 and 3 and has overseen the successful submission of offshore wind farm applications in Scotland and Round 3 (Zone 6).

Anne Højer Simonsen graduated in 1995 as Master of Science in Economics from the University of Copenhagen. After her graduation she worked as an advisor for the Danish Energy Agency (DEA). In 1999 she became Personal Secretary to the Minister for Environment and Energy. In 2001 she returned to the DEA as an assistant to the Management until 2002, when she became Director of the Offshore Safety Unit of the DEA with responsibility for the supervision of health and safety on offshore installations. In 2005 she was appointed Deputy Director General of the Danish Energy Agency.

Richard is Future Transmission Networks Manager at National Grid, where he is responsible for considering the future development of the UK’s energy networks, and ensuring that National Grid plays a pivotal role in enabling the UK Government to meet its 2020 renewable targets and 2050 carbon emission targets. He has previously held roles in Investor Relations and Asset Management.
Prior to joining National Grid in July 2000, Richard worked in the space industry developing satellite image products for climate studies. Richard holds a Doctorate in Engineering from Cranfield University, an MBA, an MSc in Astronautics and Space Engineering, and a BEng in Civil Engineering.
